District 1 Monthly Update | May 2024 — From State Rep. Tyrone Carter

Older Michiganians Day

May is Older Americans month, and this year’s theme is Powered by Connection, which recognizes the profound impact that meaningful relationships and social connections have on our health and well-being.

We gathered on May 1 for Older Michiganians Day at the Capitol. Michigan has over 2 million adults aged 65 and older, ranking us in the top 15 for having the oldest population in the United States. This alone highlights the importance of coming together to determine how best Michigan can care for those in their golden years.

The Legislature has been proactive this session when thinking about the older population by lowering costs for prescription drugs and introducing legislation for better oversight of guardians and conservators. We know there is more work to do, and we are listening. In the fiscal 2024 budget, we made sure to focus on older Michiganians, including:

• $5 million in one-time funding to area agencies on aging to support unpaid family and informal caregivers.
• $1 million in one-time funding to provide home-delivered meal programs through the area agencies on aging.
• $1.2 million in one-time funding to the city of Detroit to renovate homes of individuals 65 years of age and older.

 

Military Appreciation Month

During Military Appreciation Month, we honor military members and their families throughout the state by recognizing their sacrifices and celebrating their successes. Michigan is committed to making the state the premier choice for military service members, veterans and their families to live, work, serve and play.

NFL DRAFT 

As attendees passed through entrances to the draft footprint, phones with the NFL One Pass app downloaded were pinged determining crowd estimates. Detroit, we showed up! The 2024 draft broke the all-time record, with 775,000 people attending this year’s draft in downtown Detroit. With an estimated $160 million economic impact, the 2024 NFL Draft was a win not only for Detroit, but for the entire state. Don’t call it a comeback — we never went anywhere. Detroit grit is undeniable, and our resilience is indisputable.

 

On Saturday, April 27 — alongside the American Heart Association, the NFL, Buffalo Bills player Damar Hamlin and Speaker of the House Joe Tate — Gov. Whitmer signed HB 5527 (Rep. Fitzgerald) and HB 5578 (Rep. Carter). This bill package will better protect student-athletes during practice and competition by ensuring all high schools coaches maintain valid certification for CPR and the use of automated external defibrillators (AED). The legislation also guarantees schools have a cardiac emergency response plan in place to quickly react, in the event that a student athlete experiences a cardiac issue.

“Sudden cardiac arrest impacts victims of all ages, races and genders, including those who are entirely healthy and have expressed no prior signs or symptoms — that’s what makes SCA such a serious issue. It can happen to anyone, anywhere and without warning,” said state Rep. Tyrone Carter (D-Detroit). “The training and use of AEDs in schools across the state will help us be proactive in case of an emergency. I’m thankful for the swift action on signing this important legislation into law.”

FAFSA Info & Completion Challenge

The Free Application for Federal Student Aid (FAFSA) is the primary way for new and returning college applicants to apply for financial aid from the U.S. Department of Education. This application helps determine financial need to help reduce the cost burden of college. Applicants could receive aid that doesn’t need to be paid back, like a Pell Grant, or work-study opportunities and federal student loans. Every student planning to attend college should complete the FAFSA.

Last month, Lt. Gov. Garlin Gilchrist II and the Michigan Department of Lifelong Education, Advancement, and Potential kicked off the “Reach for the Pie” FAFSA completion challenge. One hundred lucky students across the state who fill out their FAFSA will win free pizza for a year from Hungry Howie’s!  The steps are below:

1. Create FSA IDs (both student and parent)
2. Fill out the FAFSA form together. (It’s only 36 questions, no essay required!)
3. Text FAFSA to 844-34-PIZZA.

Budget Update

House Democrats are prioritizing the actual needs of Michiganders — what matters to the people of Michigan, matters to us. Michigan Democrats reinvested in the people of Michigan in 2023 and this year, our work of putting people first while crafting our state budget continues. We are prioritizing making higher education more affordable, lowering costs for hard-working folks, investing in infrastructure and bolstering economic development. We will make investments that grow our economy, build middle-class prosperity, uplift communities and support working families. Budget recommendations passed the House last week.
