Program for mothers and babies expands to Detroit despite House Republicans’ attempt to yank back $18.5 million

DETROIT, Jan. 9, 2025 — Mayor Mary Sheffield and the City of Detroit announced recently that the proven successful Rx Kids program, spearheaded by Dr. Mona Hanna, will be expanding into Detroit. This announcement makes Detroit the largest city in the nation participating in the transformational program that provides expecting parents $1,500 cash assistance during pregnancy and $500 a month after birth for at least 6 months. 

“Mayor Sheffield is already delivering on her promise to ‘Rise Higher, Detroit.’ As a longtime advocate for maternal health, I am thrilled that Detroit families will be supported by this life-changing program,” said state Rep. Stephanie A. Young (D-Detroit), Detroit Caucus Chair. “Michigan Democrats will keep fighting to give people breathing room and address the affordability crisis, despite the chaos we continue to see from Republicans.”

Last month, Republicans in the House Appropriations Committee removed nearly $645 million in previously negotiated and promised spending with no discussion or bipartisan input. By pulling back $18.5 million directly from the Rx Kids program, House Republicans risked about 6,000 fewer babies being supported. Earlier this week, Attorney General Dana Nessel released an opinion concluding that the action was unconstitutional. The State Budget Director may approve continued use of previously approved funding under the Management and Budget Act.

“My community members know I am always working for them, and this announcement is the kind of outcome I would like to see result from that work. When House Republicans abruptly removed promised funding from Rx Kids and other programs across the state, my colleagues and I quickly raised concerns and made sure people were informed,” said state Rep. Helena Scott (D-Detroit), Detroit Caucus Vice Chair. “Today, I am proud to celebrate this progress despite those challenges. Detroit mothers and babies will benefit greatly from this initiative, as so many families throughout Michigan already have.”

According to estimates from the U.S. Census, about 44% of Detroit children under 18 years old live in poverty. Rx Kids, which started 2 years ago in Flint, was developed to reduce this harsh reality by improving economic stability, maternal mental health and birth outcomes.

“Rx Kids has been successful in giving families across Michigan a better quality of life,” said state Rep. This program gives moms the resources they need to be successful parents. Successful families mean a successful city.  Rx Kids is a welcome and important partner for our city and state’s continued growth and prosperity.”

Mayor Sheffield announced that Detroit families participating in Rx Kids will also be able to access additional services through United Way and Wayne Metro Community Action Agency.

“Mothers and babies deserve all the support we can provide, especially during pregnancy and those fragile early months. At a time when affordability is a daily struggle for so many families, I was glad to see Rx Kids expand into Royal Oak Township last year and am just as glad that Detroit families will soon benefit as well, paired with support from programs offered by the United Way and Wayne Metro,” said state Rep.
