Edwards, McKinney, McFall Host Press Conference Uplifting Legislation to Support Returning Citizens Identification Program

LANSING, Mich., March 3, 2026 — State Rep. Kimberly Edwards (D-Eastpointe) hosted a press conference today to uplift a bill package, House Bills 5474–77, that would codify the Returning Citizens Identification program. Edwards was joined by fellow bill sponsors, state Reps. Donavan McKinney (D-Detroit) and Mike McFall (D-Hazel Park).
“Too often, people leave incarceration ready to work and rebuild their lives, but without an ID every door stays closed,” said state Rep. Kimberly Edwards (D-Eastpointe). “These bills are about supporting the removal of unnecessary barriers and giving returning citizens a fair chance from the moment they walk out the door.”
The package supports an initiative that helps reintegrate people impacted by the corrections system into their communities, which has already provided vital documents to 30,000 incarcerated individuals.
“Public safety and second chances go hand-in-hand,” said state Rep. Donavan McKinney (D-Detroit). “When we make it easier for people to access jobs, housing, and essential services, we strengthen families and make our communities safer.”
Under the program, established in 2020, the Michigan Department of Corrections and Michigan Department of State coordinate to obtain required documents and photos from individuals eligible for parole in order to provide them with a driver’s license or state ID upon release.
“This legislation sends a clear message that reentry to being a productive member of the community starts before release,” said state Rep. Mike McFall (D-Hazel Park). “By putting this program into state law, we can create consistency, accountability, and a pathway to success for thousands of Michiganders each year.”
