Hope Reintroduces Worker Protection Legislation to Promote Fair Scheduling, Strengthen Temporary Worker Rights |

LANSING, Mich., April 30, 2026 — Ahead of International Workers’ Day, State Rep. Kara Hope (D-Holt) today reintroduced a legislative package aimed at improving workplace fairness and stability for Michigan workers through the Fair Scheduling Act and the Temporary Workers Bill of Rights. This legislation aims to provide more predictable schedules for employees in certain industries while strengthening protections for temporary workers, who often face unstable hours and limited workplace rights. “Workers should not have to navigate uncertainty just to earn a living,” Hope said. “This legislation establishes clear, reasonable standards so employees can better plan their lives and support their families, while also ensuring transparency and consistency for employers. It reflects a straightforward principle: fairness, predictability, and dignity should be foundational in every workplace.” The Fair Scheduling Act (HB 5954) would establish employee scheduling standards for certain employers, including requiring that workers receive a written schedule at least 14 days in advance of a new work period. Employers would also be required to provide employees with a good-faith estimate of their average weekly hours. Laws like these, often referred to as “predictive scheduling” laws, have already been implemented statewide in Oregon, and in major cities including Chicago, Philadelphia, Seattle, and New York City. These policies have shown that while implementation may require upfront adjustments, predictable scheduling ultimately strengthens workforce stability, boosts productivity, and enhances employee wellbeing. The Temporary Workers Bill of Rights (HB 5955) would strengthen protections for individuals employed through temporary labor agencies. The bill requires that temporary workers be offered permanent positions when available, prohibits agencies from placing workers at sites where there is an active labor strike, and establishes clear notice and record-keeping requirements to promote transparency and accountability. “The Temporary Workers Bill of Rights and Fair Scheduling bills will help hardworking Michiganders and their families plan for the future, invest in themselves, and provide a roadmap to full-time employment for temporary workers. It’s about damn time we get this done for workers across our state already struggling to pay their bills or raise a family while juggling multiple jobs,” said Ron Bieber, president of the Michigan AFL-CIO. “Basic fairness and stability in the workplace should be the minimum standard every worker can reasonably expect and count on,” Hope concluded. ### |
