McKinney, Advocates Unveil Community Solar Legislation
Democratic lawmaker introduce bill to lower utility bills

LANSING, Mich., May 13, 2026 — State Rep. Donavan McKinney (D-Detroit) hosted a press conference with advocates from the Michigan Environmental Justice Coalition and Urban Core Collective to announce the Affordable Community Clean Energy Savings and Solar Act (ACCESS) that meets people where they are to lower costs, while improving grid reliability.
“Community solar expands access to those who have historically had the fewest options. It lowers utility bills at a time when affordability is a real concern for many of our residents,” McKinney said. “It brings investment to local communities. It supports grid resilience. And it creates union jobs — local jobs — in construction, maintenance and engineering. And importantly, it aligns with Michigan’s broader climate and energy goals.”
The proposal, which aligns with House Democrats’ broader push to create a healthier Michigan, would empower Michigan residents to have more control over their energy future and ensure no community is left behind in the transition to clean energy.
