MI House Republicans will be issued a writ of mandamus to present nine Democratic bills delivering financial relief to public employees, working families
LANSING, Mich. Oct. 28, 2025 — After unconstitutionally refusing to deliver nine bills to the governor for consideration, Michigan House Republicans will be issued a writ of mandamus from a Michigan Court of Claims ordering them to present the bills. The Michigan Court of Appeals declared yesterday that these bills, which passed both the Michigan House and Senate late last term, must be presented and remanded the case back to a Court of Claims to issue the writ of mandamus.
The decision is a result of a lawsuit Michigan Senate Democrats filed against Speaker of the House Matt Hall for breaking his constitutional obligation to deliver these bills, withholding financial benefits from thousands of Michiganders. In response to the Court of Appeals decision, state Rep. Mai Xiong (D-Warren), sponsor of one of the nine hostage bills, House Bill 6058, which provides immediate relief to public employees and their families from high health insurance costs, issued the following statement:
“Yesterday’s court ruling makes it clear that the House Speaker cannot unconstitutionally withhold bills. For the past ten months, Speaker Hall has impeded progress and blocked critical legislation — bills that have already passed both chambers, from reaching the governor’s desk for consideration.
“Because of this obstruction, teachers, public workers and hardworking families across Michigan continue to suffer as health insurance premiums skyrocket. They are being robbed of their hard-earned money while commonsense solutions like my bill, HB 6058, remain stalled.
“I will continue to fight to ensure that Michigan’s workers and their families are protected and that the will of the people, not political power plays, determines the laws of our state.”
