Xiong Announces Express Lane Health Enrollment for Eligible Michigan Kids

“Express Lane Enrollment” legislation would enact a streamlined health care enrollment process for eligible children and young adults under 21

 

LANSING, Mich., April 23, 2026 — State Rep. Mai Xiong (D-Warren) recently introduced legislation that would enact a streamlined enrollment process for children and young adults under 21 who may be eligible for Medicaid and health care programs administered through the Michigan Department of Health and Human Services (MDHHS). Xiong’s House Bill 5884 provides a common sense fix: Express Lane Eligibility (ELE), already authorized under federal law, which allows DHHS to use existing Supplemental Nutrition Assistance Program (SNAP) and Temporary Assistance for Needy Families (TANF) data to streamline Medicaid enrollment for kids and young adults.

“At a time when too many Michigan children are losing health coverage not because they are ineligible but because of administrative hurdles, my legislation ensures that kids who already qualify don’t fall through the cracks,” Xiong said.

Rather than having to re-analyze eligibility for Medicaid under separate rules, ELE would enable MDHHS to identify, enroll and recertify children and young adults by relying on data that the state already has. This process reduces the risk of eligible children losing coverage due to paperwork barriers.

“Children deserve safeguards to ensure they don’t lose out on coverage for the primary care, mental health, dental and vision benefits they are eligible for. My legislation would remove unnecessary roadblocks for families, strengthen continuity of care and reduce costly coverage gaps,Xiong continued.

The bill mirrors successful auto-enrollment systems that have already been implemented in other states to specifically reduce gaps in coverage for children and families.
