Xiong Introduces Bill to Protect Reproductive Health Data

Democratic lawmaker introduces Reproductive Health Data Privacy Act to ensure secure family planning services for Michiganders

LANSING, Mich., March 19, 2026 — State Rep. Mai Xiong (D-Warren) introduced the Reproductive Health Data Privacy Act today. The policy would provide Michigan with an avenue to better protect patients’ personal data stored on family planning software and apps. The legislation would strictly prohibit businesses and organizations from selling reproductive health data without consent, as well as ban using geofencing to target people seeking care.

“Reproductive health care, like all health care, is deeply personal. People should be able to use family planning tools and make decisions about their health without fearing their data will be tracked, misused or sold,” Xiong said. “Businesses, apps and organizations should never be able to abuse your personal health data to use for their own gain. I have continued to introduce this legislation because it is an imperative and common sense protection we must provide for Michiganders.”

Xiong is a fervent advocate for people’s privacy rights and ensuring individuals can access the health care and family planning support they need. This bill especially would empower individuals to pursue civil action against organizations that violate their privacy rights, preventing the misuse of sensitive personal health information.

“Right now, Michiganders are rightfully worried about how their personal data is used, and when it comes to sensitive and personal health information, the threat of your data being tracked or sold is real,” Xiong continued. “Individuals using mobile apps to manage their reproductive health or consulting with an organization about family planning decisions deserve to know they can count on their right to privacy.”
