McFall Calls for Investments in Affordability After State of the State

Feb. 26

I attended the governor’s final State of the State address before a joint legislative session, where she set forth her priorities for the year ahead. With affordability concerns top of mind for many, the address was an opportunity for House Democrats to reflect on legislative successes that helped bring down costs and provide relief for Michiganders, and to narrow in on future legislative work we will pursue to address the cost of living, health care, education, jobs and safe neighborhoods. 

As we look ahead, our focus must be on making smart investments that lower costs, while we continue to support all Michiganders. I was grateful to attend the address alongside my guest, Warren City Council Member Mindy Moore, and I’ll continue working closely with my local communities making sure every dollar we invest delivers real results for our residents.

McFall, Harris Introduce MSP PAYS Act Legislation to Hold Michigan State Police Leadership Accountable, Support Municipal Cost Recovery

Last month, I joined my colleague state Rep. Mike Harris to introduce bipartisan legislation [House Bills 5705 & 5706] known as the MSP PAYS Act — Michigan State Police (MSP) Patrolling Accountability: You Shoulder the Cost Act. The plan creates a pathway for communities to bill the state when local law enforcement responds to incidents that clearly fall within state jurisdiction.

Our local police departments are always willing to step up to keep residents safe. But they should not be forced to absorb the cost of responsibilities that clearly fall under state jurisdiction. The MSP PAYS Act makes it clear, if the state shifts the burden, the state pays the bill.

Recent MSP decisions regarding patrol and response responsibilities along state freeway corridors have created confusion and operational strain for local law enforcement agencies, particularly in Oakland and Macomb counties. On Jan. 9, MSP leadership told communities that, due to “ongoing staffing limitations,” the state would no longer respond to certain freeway incidents, effectively shifting those responsibilities to municipal departments without additional funding or resources.

McFall, Aragona Testify on Bipartisan Legislation to Regulate Cryptocurrency Kiosks, Protect Consumers from Fraud

I recently testified alongside my colleague state Rep. Joe Aragona before the House Regulatory Reform Committee on bipartisan legislation designed to regulate cryptocurrency kiosks in Michigan and strengthen consumer protections against fraud.

House Bills 5469 and 5470 would establish new safeguards for users of virtual currency kiosks, commonly known as cryptocurrency ATMs, which law enforcement officials say are increasingly being used in scams that disproportionately target older adults.

House Bill 5470, which I sponsored, would amend Michigan’s Money Transmission Services Act to explicitly include virtual currency kiosk activity under the state’s existing regulatory framework for money transmission businesses. The change would ensure kiosk operators are subject to the same regulation and compliance requirements as other financial transaction services operating in Michigan.

Too many Michiganders, especially seniors, are being targeted by scammers who direct victims to cryptocurrency kiosks to send money that is nearly impossible to recover. These bills bring much-needed oversight to this rapidly growing industry and give law enforcement and consumers the tools they need to prevent fraud.

House Bill 5469, sponsored by Aragona, focuses on consumer protections. The bill would require cryptocurrency kiosks to display clear warning labels alerting users to common scams, including those involving individuals impersonating government officials. The legislation would also establish a waiting period for first-time users, allowing time for transactions to be stopped if fraud is suspected.

McFall Condemns Supreme Court Decision Backing Conversion Therapy

Last week, I responded to the U.S. Supreme Court decision that struck down a Colorado law that bans conversion therapy for LGBTQ+ individuals. The 8-1 decision was based on free speech concerns that the law censored speech based on a viewpoint, as Justice Neil Gorsuch wrote in the majority opinion. Conversion therapy is a widely discredited practice and many states have laws on the books protecting LGBTQ+ individuals from the harmful practice. In the past, the Supreme Court has allowed previous anti-conversion therapy laws to stay in place. Last week’s Supreme Court decision is deeply disappointing and puts young people at greater risk.

Michigan House Democrats Unveil Vision for a Brighter Michigan

After holding dozens of town halls, meeting with thousands of Michiganders in communities across the state and inviting direct input from constituents in every district, Michigan House Democrats are unveiling their Vision for a Brighter Michigan, a people-driven plan for building a state that works for everyone. 

The Vision will serve as the roadmap for House Democrats to tackle the challenges facing households and communities across Michigan. You may remember a survey I posted last year. All of your thoughts, priorities, and feedback were used to create this vision for a brighter Michigan. Next month’s update will dive into the major priorities we heard. Stay tuned!

Gov. Whitmer Signs Executive Directive to Assess Tariff Impact, Help Michigan Businesses Access Refunds

The governor signed an executive directive on the one-year anniversary of Liberation Day to help Michigan businesses and employers receive refunds for tariffs they paid under President Trump’s illegal policy. The U.S. Supreme Court ruled that these tariffs, enacted under the International Emergency Economic Powers Act, were unconstitutional. The executive directive also requires reports from four state agencies evaluating the ongoing impacts of tariffs on Michigan industries and consumers. 

“The president’s tariffs have jacked up costs, and Michiganders have been paying the price,” said Governor Gretchen Whitmer. “Now that the Supreme Court has ruled that these tariffs are illegal, it’s time for Michiganders to get their money back.”

The directive instructs departments to submit a report illustrating the way that the use of tariffs has impacted Michigan industries and consumers. It also directs state departments to use their available channels to ensure that registered businesses and employers know how to seek refunds under the process the federal government is developing.

Treasury Processes More Than 3 Million Returns with Filing Season Deadline Approaching April 15

With the individual income tax filing deadline approaching, the Michigan Department of Treasury announced more than 3.3 million individual income tax returns have been processed and more than $2 billion in refunds issued since the 2026 filing season opened on Jan. 26.

Filing a tax return enables eligible taxpayers to receive important tax credits and other benefits. Individuals can file their state income tax return online for free, e-file with tax preparation software, or mail a paper form with documentation. All state of Michigan individual income tax returns and payment of any taxes owed must be received by April 15, 2026. For the convenience of taxpayers, the state’s individual income tax filing season is the same as set by the Internal Revenue Service

Taxpayers are encouraged to check the status of their refund through Michigan Treasury eServices or through the department’s automated phone system at (517) 636-4486. Please note repeated calls to the contact center may increase call waiting times. 

Taxpayers should also be aware of the following this tax season:  

  • Michigan Treasury eServices enables taxpayers to file for free, check refunds, make payments, view records, and respond to Treasury letters. 
  • Refunds typically take 4–6 weeks for e-filed returns and 6-8 weeks for mailed returns. 
  • Free tax preparation is available for eligible individuals through IRS-certified volunteers and other community programs. Look for local programs in your area. 
  • Taxpayers in emergency areas in  Southwest Michigan and Northern Michigan  have additional time to file and pay state taxes, with penalties and interest waived for those who qualify. Relief must be requested directly from the Treasury. 

The individual income tax return deadline is April 15. For more information about individual income tax season, go to Michigan.gov/IncomeTax.
