COVID Emergency Rental Assistance

COVID Emergency Rental Assistance

Dear Neighbor,

The COVID-19 pandemic has not been easy on any of us, but as we continue to battle this pandemic, remember my staff and I are here to help you through this difficult time.

That is why I want you to know that the Michigan State Housing Development Authority has launched the online application for the COVID Emergency Rental Assistance (CERA). This program is available for renters facing pandemic-related hardships to avoid eviction while also ensuring landlords can recoup owed rent.

If you have any questions or need assistance, please email me at DonnaLasinski@house.mi.gov.

Sincerely,

Donna Lasinski

State Representative, 52nd House District

CERA Application

Click here to access the CERA online application, but before you start please make sure you have all necessary documents and information. You can find the documents and information you’ll need here.

Either the landlord or tenant can start the application process for CERA. Tenants and landlords can also apply through their local service agency. You can find your local service agency here.

For Washtenaw County, our local service agency is The Salvation Army.

  • Address: 100 Arbana Dr. Ann Arbor 48103
  • Phone: (734) 961-1999
  • Email: collins@usc.salvationarmy.org

CERA Eligibility

CERA can serve renter households that have incomes less than 80% of Area Median Income (AMI) who meet the following conditions:

  • Individual(s) in the household has qualified for unemployment benefits or has experienced a reduction in household income, incurred significant costs, or has experienced other financial hardship due directly or indirectly to the coronavirus outbreak; and
  • Individual(s) in the household can demonstrate a risk of experiencing homelessness or housing instability evidenced by a past due utility or rent notice.

Utility Assistance

Households eligible for CERA can also receive utility assistance for tenant supplied electricity, home heating (any type of fuel), water, sewer and trash (if billed along with another utility).

Internet Assistance

Through CERA, a flat $300 internet stipend is available for households that have home internet and include a recent internet bill or statement in their application. The $300 payment will be made to either the Internet service provider or the tenant.
