State Rep. Mary Cavanagh (D-Redford Twp.), a member of the Michigan Legislative Labor Caucus, today applauded Gov. Gretchen Whitmer’s Michigan Jobs First Executive Directive 2019-15 as an important step to promote free and fair competition when companies bid for state projects.
“Unfortunately, the actions of a few bad actors give a bad name to the honest businesses who are actually doing right by their hardworking employees, contractors and our state,” said Cavanagh. “Gov. Whitmer has made clear that this is a status quo that needs changing for the people of Michigan, especially when it comes to vendors bidding for state-level projects. I applaud her commitment to fostering free and fair labor practices that reward businesses that play by the rules.”
The executive order requires bidders on state projects to complete a vendor questionnaire, which asks bidders to disclose relevant records, including labor and environment compliance. Additionally, the worksheet asks bidders to certify its workforce is accurately classified as employees and not independent contractors, or “1099 workers,” while also enabling an assessment of the bidders’ likely economic impact on a project.
