Dear Neighbor,

Welcome to my Capitol & Community Update e-newsletter! I hope your Women’s History Month and March Is Reading Month was as inspiring and uplifting as mine. For me, this was a busy and exciting month of celebrating the accomplishments of women and reading to students in House District 41!

Last week, I introduced House Resolution 256 to recognize World Water Day in Michigan. For the fourth and final time, the House unanimously adopted my resolution to recognize this UN-designated day to promote the importance of protecting our water resources and ensuring that all have access to clean water.

Please encourage neighbors and friends in HD 41 — Troy and Clawson — to also sign up for these updates at kuppa.housedems.com, and let us know if you have any thoughts on any state-level issues or requests for scheduling. As always, you can reach my office at (517) 373-1783, or by email at PadmaKuppa@house.mi.gov. Be sure to also check out the latest on my social media platforms — @PadmaKuppaMI41 (Twitter) and @MIRepPadmaKuppa (Facebook)!

Legislative Update

The following are highlights from recent legislative developments. You can see all of my sponsored legislation and co-sponsored legislation from this term at the provided hyperlinks. Please also see my press releases page for additional updates and information.

I-75 Sound Mitigation

When the highways got noisy, so did we, and it worked! By working with Gov. Whitmer and state Sen. Mallory McMorrow, we were able to secure $4 million in the state budget for the I-75 sound mitigation project. Details on this funding allocation are still forthcoming, but in the meantime, you can read my statement on this and other budget developments here. Thank you to all who helped to advocate and make this possible!

Addressing the Country Backlog, Worker Shortage

I recently introduced House Resolution 248, a bipartisan resolution to urge the federal government to quickly enact legislation addressing the backlog in employment-based green cards, including, but not limited to, H.R. 3648 of 2021, also known as “The EAGLE Act.” While immigration is handled at the federal level, the system’s inefficiencies impact us at the state level. Hundreds of thousands of green cards go unused every year while many people remain in the backlog, impacting American residents’ ability to work. Resolving employment-based immigration issues can help mitigate our ongoing worker shortage. This resolution calls on the federal government to make much-needed policy changes in order to strengthen our workforce and ensure that American residents can fully contribute to society. Our press release can be found here.

Auto No-Fault Fix

After Speaker of the House Jason Wentworth indicated that he has given up on Michiganders who have experienced catastrophic car accidents and are now in a care crisis, my Democratic colleagues and I introduced a series of bills to address shortcomings in the system. This package of bills, which have bipartisan support, would address concerns related to transparency and accountability in Michigan’s auto no-fault law. My bill, HB 6002, would prevent conflicts of interest by prohibiting insurance companies or the third-party companies that are associated with the insurance company from reviewing administrative appeals. More information can be found here.

Unemployment Update

The Michigan Unemployment Insurance Agency (UIA) has announced that all claimants can now view or download their 1099-G tax statements through the Michigan Web Account Manager (MiWAM). UIA will also mail paper versions to those who requested them.

The 1099-G or “Certain Government Payments” statements are prepared annually by UIA and report the amount received in unemployment benefits and tax withheld. More than 1.2 million 1099-G forms will be generated this year.

Here’s how claimants can access the 1099-G electronically:

  • Log into MiWAM.
  • Click on the “I Want To” heading.
  • Click on the “1099-G” link.
  • Click on the 1099-G letter for the 2021 tax year.

If a claimant feels that their 1099-G is incorrect, they can request a revised form by downloading and submitting Form UIA 1920, Request for Form 1099-G.

Community Recognitions and Resources

Small Business of the Month

Each month, I recognize two small businesses in the community, one in Troy and one in Clawson, as our small businesses of the month. To nominate a business for this recognition, please fill out this form on my website.

Tributes, Letters and Certificates

Do you know someone in the district who is retiring and would like a legislative tribute to celebrate their years of service? Has a local team or group reached a milestone that they would like to be acknowledged with an official certificate for each member? Our office can provide legislative tributes, letters and certificates on a wide range of recognitions for constituents. If you would like to request any of these materials for yourself or others, please email my office at PadmaKuppa@house.mi.gov with as much information as possible on the requested recognition and we will work with you to arrange delivery or presentation of the recognition!
