Welcome to my enews, and thank you for allowing me to serve you in the 1st House District and act as your voice in Lansing. My team and I remain committed to helping constituents with their questions and issues and providing useful resources.
As your state representative, I am most effective at my job when acting on your input. As you know, I am the chair of the House Regulatory Reform Committee; I also serve on the following committees: Judiciary; Criminal Justice; and Military, Veteran Affairs and Homeland Security. State Budget Reinvests in Michigan
The Michigan House of Representatives passed the state’s fiscal 2023-24 budget, marking a significant reinvestment in the people of Michigan. The School Aid budget — the largest in Michigan’s history — expands access to free preschool and provides free breakfast and lunch to every public school student. Detroit Public Schools will receive $94.4 million for literacy-related programs and activities. It also includes robust support for at-risk youth, mental health services, before- and after-school programs, and so much more. There is no better investment than our kids, and this budget puts our state on a path to a bright future.

The state budget puts unspent dollars from the American Rescue Plan Act to work repairing roads, bridges and water infrastructure throughout the entire state to ensure that money is used in Michigan instead of being sent back to the federal government. Hundreds of millions will go toward lead line remediation and local road repairs.

This budget prioritizes the health of Michiganders through increasing wages for direct care workers, providing incentives to expand our behavioral health care workforce, funding sickle cell disease treatment, breaking down barriers and addressing racial disparities in maternal health and so much more. These investments will help us clean up contaminated sites, address PFAS and emerging contaminants, and protect the precious ecosystem of the Great Lakes.

We included substantial support for public safety, providing specific mental health support for first responders and addressing gun case backlogs in Detroit and Wayne County. The rebirth of Detroit is hard to miss. The Detroit Caucus secured more than $56 million in reinvestments for the community.

These are just a few highlights of this incredibly exciting budget. These reinvestments mark a new chapter for our state. I can’t wait to see how these investments pay off in the months, years, and decades to come.
Legislative Update
Business Improvement Zones: HB 4454
HB 4454 was signed into law by Gov. Whitmer on July 11, creating Public Act (PA) 80 of 2023. This legislation amended PA 120 of 1961, which provides for the creation, operation, and dissolution of business improvement zones (BIZ) to add options for allocating assessments among BIZ property owners and to allow for the use of proportional voting to approve, amend or dissolve a BIZ plan. PA 80 delivers on the governor’s Make it in Michigan plan to improve places by allowing businesses to invest in improvements in their communities, such as aesthetic improvements, snow removal and more.
Remuneration for Law Enforcement Training Academy Costs: HB 4176
HB 4176 was signed into law by Gov. Whitmer on June 13, creating PA 43 of 2023. This legislation allows law enforcement agencies to recover law enforcement training costs from an employee if the employee leaves within four years after completing training.
Distracted Driving in Michigan is now illegal as of June 30. Please see the graphic below for more info.
