LANSING, Mich., Oct. 31, 2024 — House Bills 5030, 5031 and 5032 — sponsored by state Reps. Betsy Coffia (D-Traverse City), Ranjeev Puri (D-Canton) and Will Snyder (D-Muskegon) — were voted out of the Senate Housing and Human Services Committee yesterday.

These bills, which have bipartisan co-sponsorship and earned bipartisan support when they passed the House earlier this term, aim to bring the Michigan State Housing Development Authority (MSHDA) into further alignment with federal standards and neighboring states in an effort to create much needed affordable housing units.

“Affordable housing is one of the top issues I hear about as a state representative and during my four years serving as a Grand Traverse County commissioner. Identifying solutions has been at the top of my mind and central to my office’s work,” Coffia said. “While not the magic wand to solve the housing crisis, this bill package puts more valuable tools on the table to help our state’s housing authority shore up all available resources to better address statewide affordable housing needs, better serve disabled Michiganders in need of housing, and benefit our state economy and working families alike.”

These bills would:

  • Allow MSHDA the flexibility to hold its debt until market conditions are more favorable for cancellation, so the authority can retain more funds to address affordable housing needs. (HB 5030, Coffia)
  • Allow MSHDA resident board members to have full voting rights to eliminate frequent legal questions regarding quorums and alleviate challenges that impede operational efficiency. (HB 5031, Puri)
  • Allow MSHDA to increase the sales price limits to raise its revenues and serve more people, while also increasing the amount that MSHDA can raise the purchase price limit to pay for unexpected cost increases while adapting properties for use by disabled individuals. (HB 5032, Snyder)

These bills will now be considered by the full Senate.
