DETROIT, Mich., Aug. 28, 2025 — This week, a majority of the members in the Detroit Caucus voted no on the House Republicans’ omnibus budget, House Bill 4706. Following D.C. Republicans’ playbook, the spending plan cuts necessary programs and services that Michiganders rely on — essentials like Medicaid to food assistance to public safety.

“Budgets are moral documents that provide insight into what matters to those who craft them. The House Republican budget that was hastily brought up for a vote is a disservice to Michiganders — who absolutely deserve better,” said state Rep. Stephanie A. Young (D-Detroit), Detroit Caucus chair. “We had less than one hour to review an 800-page budget bill, which even at a cursory glance was very problematic. House Republicans aim to eliminate over $18.5 million in funding to support moms and babies, deeply cut public safety by over $75 million, slash more than $5 billion funding to Medicaid and SNAP, and the list goes on. These cuts don’t just affect Democrats or Detroiters, they negatively impact all residents across the state. There is good news: this is not the final product — it’s just the GOP’s extreme starting place for negotiations. The Detroit Caucus will keep fighting to ensure our families are strengthened, our schools are supported and our hospitals are able to provide quality care for those in need. Love is the work!”

“I think it’s clear that even House Republicans don’t know how to defend this budget — that’s how bad it is. After months of delay, they’ve skipped town instead of finishing the job, leaving behind a plan that strips away critical services and programs from Michiganders,” said state Rep. Helena Scott (D-Detroit), Detroit Caucus vice chair. “This budget defunds public safety efforts, removes financial support for Charles H. Wright Museum of African American History, the Arab American National Museum and the Holocaust Memorial Center, doubles down on Trump’s Medicaid cuts and makes it harder for low income families to access fresh, healthy food. I proudly voted no because I refuse to stand by while the livelihoods of the people I represent are put at risk. I am always working for you and we’ll keep working with the Senate and the governor to deliver a budget that builds people up and gives every family an opportunity to thrive.”

The harmful spending plan removes funding from a number of programs and departments, including:

  • Removing $1.3 million in funding from emergency management.
  • Cutting $66 million from the Michigan State Police.
  • Eliminating the Office of Community Violence.
  • Slashing $3.8 million from the Double Up Food Bucks program.
  • Eliminating over $4 billion in funding from Medicaid.
  • Slashing over $74 million in revenue sharing from Michigan cities and counties.
  • Cuts and/or excludes as much as $44.5 million worth of Detroit-specific programs directed towards public safety, community resources and remediation.  
  • Cuts $1.2 million for Department of Insurance and Financial Affairs Consumer Services and Protection Division, which takes complaints from the public and investigates alleged violations by auto insurance entities, health and life insurance entities, banks and credit unions, and more.

“House Republicans are stripping away resources from schools, hospitals and public safety agencies throughout our state. Students are returning to classrooms, and parents across the state are being told that, with universal meals on the chopping block, they’ll have to figure out how to feed their kids healthy school meals on their own — all while grocery prices continue to rise,” said state Rep. Regina Weiss (D-Oak Park), Detroit Caucus secretary. “I am outraged that Republican lawmakers think it’s acceptable to bring our state to the brink of a government shutdown, and the only effort they’ve made to do their job is a careless and incomplete proposal. If even a fraction of these reckless cuts make it into the final budget, the consequences will be devastating and long-lasting for families and communities across our state.”

“House Republicans’ budget hurts every Detroiter and every Michigander,” said state Rep. Tonya Myers Phillips (D-Detroit), Detroit Caucus treasurer. “Just weeks after Trump and Congressional Republicans pushed through devastating federal cuts, Michigan House Republicans rammed through a budget that further harms our health, safety, and quality of life. The Republican budgets that passed this term cut health care and hospitals, and defunds our K-12 schools, colleges and universities. It weakens our public safety by cutting the state police. The Republican budget even cuts our food assistance benefits, at a time when the cost of food is steadily rising. Their cruel and irresponsible choices will be felt deeply in neighborhoods, classrooms and workplaces across Michigan. This budget is anti-family and anti-worker. It reflects a callous indifference to people’s needs, especially children, seniors and people with disabilities.”
