Representative Tinsley-Talabi voted against instituting a 48-month retroactive cap on cash assistance. The Rep. felt that far too many DHS consumers were near their 48th month in the program and the notice given did not give them adequate time to prepare for the changes. Also, for many recipients the 48 months of assistance was reached only because they were laid off their jobs on repeated occasions, not because they were not willing to work.
