LANSING, Mich., Sept. 22, 2021 — State Rep. Angela Witwer (Delta Township) testified yesterday in favor of House Bill 5260, which she sponsored, in the House Regulatory Reform Committee. The bill would amend Public Act 420 of 2018 to allow qualified trade organizations to offer the education necessary for used car dealers to retain their licenses. Currently, only state organizations can offer such training.
“This is nothing new,” Witwer said. “Many professions provide the training mandated by the state in order to maintain one’s license. There’s clearly a role for the private sector here. Trade groups and professional associations provide state-required training all the time. My bill simply requires the Secretary of State to establish a process to review the curriculum and approve those qualified entities as organizations that meet the requirements.”
If passed, the bill would allow qualified trade organizations to apply to the Secretary of State to conduct training programs. The bill would also allow the Secretary of State to consult with other departments to evaluate and develop the training content it considers appropriate for car dealers in the state.
